Heavy rains in October have caused flooding in several parts of Ghana. The Upper East region at the border to Burkina Faso is particularly affected. Information on the impact given by the National Disaster Management Organization (NADMO) and government officials to local media is conflicting. The death toll ranges currently between 28 and 19 people. Initial assessments indicate that at least 26,000 people have been displaced.

Airstrikes and ground attacks hit multiple towns and cities in the northeast of Syria after Turkey launched a military offensive into the Kurdish-held territory on 9 October. As of 18 October, fighting between Turkish Armed Forces and the Kurdish-led Syrian Democratic Forces caused over 146 civilian casualties and displaced at least 190,000 people from their homes. 

Seasonal rainfall and subsequent high-water levels in Niger and Benue rivers have been causing flooding across Nigeria since June 2019. Floods have worsened after a peak in water levels in late September. According to the latest situation report from 7 October, the floods severely affected 32 of the 36 states and Federal Capital Territory, killing several people, displacing thousands, and causing crop damage to varying degrees across the country.

On 19 September, the Philippine Department of Health declared a national outbreak of polio following the confirmation of a polio case reported in Lanao del Sur province. As of 8 October 2019, there are two confirmed polio case after a second child from Laguna province has been diagnosed with polio.

On 1 October, the Logone River overflowed, flooding a valley in Zina district, located within Logone-et-Chari department of Far North region. According to one source, flooding restricted access to several villages within the valley, although the exact name or number of villages is not confirmed. Populations within the commune of Zina have been forced to leave villages, although the scale of displacement from the floods is not clear. 

The Yemen Crisis Impact Overview is published every two months to provide decision makers with a short, accessible overview of key trends and emerging challenges that may affect humanitarian needs in Yemen. The product combines trends in key conflict and humanitarian data with daily media monitoring, secondary data review, and ongoing joint analysis with a broad spectrum of Yemen analysts.

Since the beginning of 2019, a regional epidemic cycle of dengue has broken out in Latin American and the Caribbean. According to the government, as of 2 September, Mexico has 11,600 confirmed cases of dengue, including 798 cases of severe dengue. However, the total number of probable cases is expected to be much higher by the end of 2019.

Dominican Republic is one of several Central American countries experiencing an outbreak of Dengue fever. Since 21 July 2019 a high increase in new cases has been recorded. On 6 September the Ministry of Health reported more than 8,855 (suspected) cases from 1 January 2019 to 17 August 2019, including 189 cases of severe dengue.

Starting on 1 September, armed clashes broke out near Birao, killing approximately 20 people and wounding several dozen more. The recent spike in violence has led to the displacement of at least 13,000 people in the vicinity of Birao, most of whom have sought shelter at the MINUSCA base in the area. 

As of 20 August, some 179,000 people have been affected by heavy rains and flooding across 15 states in Sudan according to the government’s Humanitarian Aid Commission. Worst affected is White Nile state with nearly 66,500 people who are impacted by flooding. Flood water destroyed or damaged at least 34,500 homes and impacted WASH and health facilities.

Since 1 July, 123 suspected cholera cases have been reported in Cameroon’s Far North region, including seven deaths. Kaélé, Kar-Hay and Moutourwa health districts (HD) of the Mayo Kani division in Far North are affected, with the majority (93) of cases reported from Kaélé HD. Far North and neighbouring North region are highly susceptible to cholera, owing to poor hygiene practices, limited access to drinking water, and high population movement linked to the Boko Haram insurgency in the Lake Chad basin.

A rainfall deficit in the first half of the year has resulted in drought in most parts of Sri Lanka. As of 12 August, around 660,000 people have been affected across 18 districts. The worst affected districts are Batticaloa, Jaffna, Ampara, Mannar, Mullaitivu and Moneragala, with Mannar and Mullaitivu, both in Northern province, registering the highest percentages of affected people in their respective districts. Food and livelihood needs as well as WASH needs are reported. Farmer families in Northern province are particularly vulnerable.

This report draws on current primary data, a secondary data review of previous conflicts, and discussions with operational actors in Yemen to provide a rapid estimate of the potential humanitarian impact of prolonged urban conflict in Aden to support early response planning (until agencies can conduct needs assessments). It also highlights projected humanitarian implications if the current ceasefire fails.

Torrential rains starting from 2 August have led to flooding in Freetown. Despite the normal peak of the rainy season in August, the soil was previously saturated by rains in July. At least 6 people are reported dead and some 5,000 people are believed to have lost their shelter. Informal settlements, including impoverished slum communities, scattered around the city and mostly built in flood or landslide prone areas, are likely the most affected and at risk of further flooding, considering the forecasted rains in the coming days.

The Yemen Risk Overview is a risk identification report published every six months outlining the main emerging risks in Yemen that might affect the current humanitarian situation (6-month forecast). It aims to inform the humanitarian community of possible changes in context and humanitarian needs in Yemen, in order to facilitate contingency planning, risk management, and response. 

An El Niño phenomenon, although weak, has developed since February affecting several Central American countries, in particular Guatemala, Honduras, El Salvador and Nicaragua, known as the Dry Corridor. The most vulnerable households are likely to face Crisis (IPC-3) outcomes and are likely to resort to negative coping strategies, including reduced food consumption and sale of productive assets. Needs are likely to include food assistance, livelihood support and WASH.

The Horn of Africa (including northeast Uganda) is currently experiencing a prolonged drought, largely as a result of below average precipitation from the seasonal short rains (April-July) and long rains (October-December). Prevailing dry conditions across the region have led to the deterioration of farmland and pastures, loss of livestock, sharply increased food prices, and reduction of the availability of water in these areas. 

Heavy rainfall due to the beginning of the 2019 monsoon season triggered severe flooding in northeast India. Flooding affected Assam state since 8 July but worsened considerably since 12 July, affecting 4.3 million people in 30 of 33 districts. 

Heavy rainfall since 11 July has triggered flooding and landslides across south-eastern and central Nepal. Provinces 1, 2 and 3 are worst hit, with province 2 as the most severely affected area. An estimated 75,900 people have been displaced across the country. Shelter, WASH, health and food needs are reported. As of 16 July, 78 people have been killed, 32 people are missing, and 40 others have been injured. Flooding and landslides have blocked and damaged roads and bridges, hampering the humanitarian response.

Heavy rainfall during Myanmar’s monsoon season resulted in the Laymyo River overflowing at the beginning of July. By 14 July, all of the more than 3,400 people living in the IDP camp of Sin Baw Kaing village, Mrauk-U Township, were affected, and had to be relocated. The camp residents, displaced by fighting in Rakhine between the Myanmar Army and the Arakan Army group, were already poor conditions and are in need of humanitarian assistance, particularly shelter and NFIs.
